Connecting European collaboration with skills intelligence.

The TCLF Skills Observatory is being developed within Skills4Circularity, an Erasmus+ project supporting upskilling and reskilling for a more circular textile industry. The Observatory brings this work into a wider framework for understanding skills across textiles, clothing, leather and footwear.

The Skills4Circularity project

Skills4Circularity connects higher education, vocational education and training, and industry. It addresses skills needs associated with textile recycling, traceability and the certification of recycled products, together with the digital capabilities and learning approaches that support these changes.

The role of the Observatory

The Observatory provides a structure for collecting, assessing and interpreting skills evidence. It translates this work into skills content, occupational profiles, insights and reports, complemented by a directory of training institutions that helps users explore learning provision. The directory connects skills intelligence with providers whose official websites explain their current training offer.

Collaboration and related initiatives

CITEVE is responsible for the Observatory platform milestone within the project framework, with Textile ETP identified as a contributing partner. The development connects with ECOSYSTEX and the wider TCLF skills community. The initial evidence work includes materials from Skills4Circularity, METASKILLS4TCLF and AEQUALIS4TCLF, alongside the mapping of other relevant reports and data sources. Each source is assessed for its scope, quality and permitted use. Its inclusion does not imply that the contributing initiatives use identical methods or provide equally comparable data.

Continuity and development

The framework is designed for repeated evidence collection and review. It can accommodate additional sources, countries and institutions as the evidence base develops. Long-term operation depends on the governance, partnerships and resources established to support it.
