Responsible evidence handling from contribution to publication.
The Observatory connects evidence from different sources to improve understanding of TCLF skills needs. This page explains the principles guiding how that evidence is received, analysed and published. The Privacy Policy provides the controller details, processing information and route for exercising individual rights.
Defined purposes and responsibilities
Every activity involving personal data must have a defined purpose, an appropriate legal basis and an identified responsible organisation. The respective roles of contributors, project partners and service providers must be clear for the processing concerned.
A role in project coordination, platform development or hosting does not automatically determine an organisation’s legal role as controller or processor. Where a collection has its own notice, its scope and responsibilities must be considered before further use of the information.
Checking a source before using it
Source review covers origin, collection period, population, methodology and restrictions on analysis or publication. Permission to share a document, permission to reproduce its content and the legal basis for processing personal data are separate matters.
Public availability does not remove data protection obligations. A survey response, job advertisement or institutional webpage must be assessed in the context of the proposed use.
Keeping identifiable information to a minimum
Public evidence should focus on sector findings and skills needs. Direct identifiers and unnecessary personal details should be excluded from analytical material. Where a small group or combination of attributes could reveal a person, results may need to be aggregated, withheld or described more broadly.
Replacing names with codes is pseudonymisation; the information remains personal data if a person can still be identified. Anonymisation requires identification no longer to be reasonably possible, taking account of other information that could be available.
Institution records and public contacts
The Training Institutions directory describes organisations. Its records should use official institutional sources and public organisational contact channels wherever possible. Named professional contacts require a defined purpose and an appropriate basis for publication.
Contact details collected through a research questionnaire are not automatically suitable for publication in the directory. Responding to a survey does not constitute consent to a public profile or public attribution.
The map groups institution records by country. Occupational Profiles describe professional roles; they are not records used to evaluate identifiable individuals.
Public outputs and controlled working material
Publication review must consider source permissions, personal identification risks and confidential business information. Access to a working dataset does not create permission to publish it. A public report or summary may therefore be available while its underlying records remain restricted.
Access to identifiable working material must follow assigned responsibilities. Approved handling arrangements should cover access control, transfer, retention and the reporting of incidents. These requirements apply equally when records are entered manually or imported through an automated process.
Retention and changes of purpose
Retention arrangements must distinguish source data, correspondence and review records from published anonymous outputs. The relevant periods and criteria are identified in the Privacy Policy or the collection-specific notice.
A new purpose, recipient or proposed use of personal data requires a further assessment. Information should not be reused merely because it is technically available to a project partner.
Raise a concern
If you believe that a page or file discloses personal or confidential information inappropriately, contact [PRIVACY_CONTACT] with its reference and a short explanation. Avoid sending additional sensitive information in your first message.
Requests concerning your own personal data follow the Privacy Policy process. Questions about evidence quality or interpretation can be submitted through Contact.
Publication settings
These settings belong to the website publishing workflow. Remove this section and the editorial metadata when copying the public text into WordPress.
Contacts and responsible organisations
The general email used in this edition, info@skills4circularity.eu, is published on the Observatory holding page. Route the contact form and accessibility enquiries to a monitored inbox. The privacy contact and the legal identity of the controller or website operator require their own designation.
Privacy processing details
Complete the purpose-specific legal bases and identify any legitimate interest relied upon. Replace the processing, recipient, transfer and retention fields with the actual service configuration. State whether automated individual decisions occur and, if so, provide the information required for that activity.
For directory records, specify whether named individuals or personal professional addresses are published. Use organisational contacts where sufficient. Separate public directory information from research respondents and from confidential source files.
Cookies and optional services
Populate the inventory from an inspection of the deployed website, including anonymous visits, forms and embedded resources. Record the name, provider, domain, purpose, category, duration and consent requirement for each relevant technology.
If only necessary technologies are used, state that accurately and remove optional controls that do not exist. If optional technologies are used, configure prior blocking and working preference controls, then align the policy with them. Suggested English control labels are Accept all, Reject optional, Save preferences and Cookie settings. Give acceptance and rejection equally accessible choices.
Do not infer a third-party map service from the use of the Europe image or hotspots. Assess the actual scripts, hosting and embeds. A plugin list alone is not a verified cookie inventory.
Accessibility and public functions
Complete the assessment scope, date, method, conformance status, known barriers, response target and applicable escalation route. Retain WCAG 2.2 AA as an objective unless an assessment supports a stronger claim.
Before publication, check keyboard and touch operation of the map, focus visibility, readable link labels, the alternative institution listing, form errors, chart explanations and downloadable documents. Keep the directory usable without the map. The public copy describes the intended directory and map experience, without claiming that automatic marker generation is already deployed.
Links and editorial metadata
Keep the nine navigation labels in the supplied footer. Use GDPR as the short menu label and GDPR and Data Protection as the page title. Preserve established WordPress URLs and update internal links accordingly; the suggested paths are not instructions to rename existing pages.
The hero line is introductory website copy. Search descriptions belong in the SEO metadata. Action labels identify buttons or links; their destinations are configuration information. Set LAST_UPDATED to the actual date the relevant page or policy is approved and published.
Display the EU emblem and funding acknowledgement in the form required by the grant agreement. The funding wording in Project Context follows the supplied MS16 document. Retain source-specific licences and the attribution accompanying the Europe map; do not extend a project website licence to third-party resources.

These references support the institutional context and the publication settings. They are not an additional footer page.
